RE: NEGOTIATIONS UPDATE - STATUTORY COOLING OFF

On Monday, May 7, 2007 Orange County Superior Court Justice, Dennis S. Choate issued an order restraining and enjoining both OCTA and Teamsters Local 952 from threatening or engaging in any strike or lockout for a period of 60 days, through and including midnight of July 6, 2007. We intend to honor this action.

During this 60 day period, we will keep the pressure on to get a fair and equitable wage increase that is on par with the cost of living. Rallies will be scheduled, mobilization efforts will be increased and we will call on members of the community to support our earnest activities.

OCTA is very pleased with the decision of the court and purports to look forward to negotiating with the union. We look forward to negotiating an agreement that can be ratified by our members. To this end, we will continue to work.

Please continue to check your union bulletin boards, monitor the website at Awww.teamsters952.org@ and call the hotline at (714) 740-6231 for further information as it becomes available.

If you have any questions, please approach a Shop Steward or contact me directly at (714) 740-6235.

Fraternally,
